One thing I learned about using tilt shift lenses years ago from Vincent Laforet was that you can use the selective focus to tell the audience exactly where to look in your photos. In this case, I used the tilt shift to focus only on the part of the skyline where the Empire State and Chrysler buildings are. Even though there are tons of other buildings in the image, that's where your eye is drawn to.
I still have a lot to learn with these lenses but I'm getting the hang of it. I thought you could just pick one of these tilt shifts up and just start shooting but there's a huge learning curve with them. You kind of need to take a step back and re-think about what you can do and actually want in your image. Unfortunately, I've only really been able to shoot this lens in the air which is probably one of the hardest situations to learn how to use a tilt shift but I am eager to see how my photography improves. I think I'm addicted...I need a 45mm or 90mm TSE...
